Hon. Stephen Y. Mambu stands as a highly distinguished technical expert and chemical engineer whose professional journey spans over two decades of impactful leadership and managerial and technical contributions across Liberia’s private and public sectors. Nationally recognized as a leading authority in Quality Infrastructure (QI) and Food Control Systems, Mr. Mambu has dedicated his career to building the technical and institutional framework essential for Liberia’s economic and public health security.
His executive role is centered at the Liberia Standards Authority (LSA), where he serves as the Director General and Chief Executive Officer. In this capacity, Mr. Mambu is tasked with spearheading the nation’s entire standardization, metrology, and testing agenda. Crucially, his leadership tenure predates the LSA itself; he spent over ten years guiding its predecessor, the National Standards Laboratory (NSL), which he was instrumental in establishing and managing from its inception to its successful transition into the current regulatory body. His strategic focus today remains the development and implementation of robust quality infrastructure and food control management systems, directly supporting the sustained growth of Small and Medium Enterprises (SMEs), enhancing industrial competitiveness, and facilitating crucial international trade for Liberia.
Mr. Mambu’s influence extends far beyond the LSA's institutional walls through his deep engagement in critical national and international policy initiatives. He is the official Codex Contact Point for Liberia, acting as the national liaison for the Codex Alimentarius Commission, which sets global food standards. He effectively coordinates all national quality infrastructure activities under the purview of the Ministry of Commerce and Industry. Furthermore, he serves as the key technical focal point for significant national development programs, including the Cassava Transformation Project (CASTRAP) and the EU-supported West Africa Competitiveness Program (WACOMP), ensuring that quality standards are integrated into these vital economic initiatives.
Internationally, Mr. Mambu ensures Liberia's voice and standards are aligned with global best practices. He represents the nation at various influential bodies, including the Technical Management Committee (TMC) of the ECOWAS Harmonization of Standards (ECOSHAM), the Africa Regional Standardization Organization (ARSO), and the Codex Committee for Africa (CCAFRICA). His engagement with the International Electrotechnical Commission (IEC) Affiliate Program further underscores his commitment to integrating technical standards into Liberia’s industrial landscape. Beyond his technical and executive acumen, Mr. Mambu is dedicated to cultivating future generations of leaders, actively serving as a committed youth development coach and mentor.
