Minister of Commerce & Industry

H. E. Mawine G. Diggs is the Minister of Commerce and Industry of the Republic of Liberia, with many years of service both at the national and international levels. 

As Minister of Commerce and Industry, Honorable Diggs strives to create sound policies for commerce and international trade which facilitates private sector growth and innovations while setting standards that will protect all consumers and revitalize the economy. 

Honorable Diggs focuses on the promotion, and development of industrial enterprises, support to Small and Medium Enterprises (SMEs), the establishment and regulation of commodities and trade standards, the collection, evaluation and the publishing of data pertaining to commerce and industry. The improvement of the economy through commerce and the strengthening of the Intellectual Property regime. 

Honorable Diggs is dedicated to ensuring high standards of commodities produced imported and exported into and out of the country goes through vigorous testing at the National Standard Laboratory. 

She advises the Government of Liberia on policies regarding our support for candidates vying for United Nations Trade Entities, World Trade Organization, World Intellectual Property Organization, Regional Trade Organizations and Continental Trade Organizations. She is currently the Chairperson on the Council of Ministers of the Africa Regional Intellectual Property Organization (ARIPO) and Chair of the G7+ WTO accension group. She is also a member of the Board of Directors of several Public Corporations and State-Owned Enterprises. 

On two occasions while H.E Dr. George Manneh Weah, President of the Republic of Liberia traveled outside of the country, Honorable Diggs was appointed chair of the cabinet to manage the affairs of the state in consultation with the vice President and the president via phone. 

In her previous appointment, Honorable Diggs served as Deputy Minister for Administration at the Ministry of Foreign Affairs, in this role Honorable Diggs served as head of the administration Division, ensuring adherence to organizational structures, compliance with the Civil Service and other HR policies and, planning and executing the annual budget in line with the PFM law amongst others. She also made sure our foreign missions were fully supported and functional with the relevant logistics to perform their duties. 

Honorable Diggs served as Acting Minister of the Ministry of Foreign Affairs on numerous occasions and Special Presidential Envoy on behalf of the President of 

the Republic of Liberia, H.E. George M. Weah to the Republic of Nigeria to present a special message to President Mohammadu Buhari, President of the Federal Republic of Nigeria, and was given a full presidential welcome. 

Prior to her appointment at the Ministry of Foreign Affairs, Honorable Diggs served as Director General of the National Commission on Higher Education (NCHE) where she was responsible for ensuring universities, colleges and other higher learning institutions were accredited and in compliance with appropriate standards and regulations. 

Before returning home to Liberia to be a service to her beloved homeland for the Government of Liberia, Honorable Diggs served as president and Chief Academic Officer (CAO), Eastern Campus, Wayne Community College District, Detroit Michigan. Under her stewardship, she planned, organized, coordinated, developed, directed, administered and evaluated student services and instructional programs, services, resources and activities for approximately 24,000 credit and non-credit students. She provided leadership in areas involved in the delivery and administration of comprehensive programs and executed a budget of US$15,000,000 and supervised 750 full time and part-time employees. 

Honorable Diggs holds a BA in Environmental Policy, Roanoke College, Salem, Va. A Master of Education, Clemson University, Specialization: Counselor Education and PhD (In progress) National American University, Specialization: Higher Education Leadership. 

Honorable Diggs is a recipient of the American Association for Women in Community Colleges (AAWCC) 40 Under 40 Award; Wayne County Community College District Outstanding Service Award; The Michigan Chronicle Women of Excellence and The White House Communication Agency Certificate of Appreciation
